The sustainability of Oxford County's child care system has been impacted in recent years by major changes such as full-day kindergarten, the new early years policy framework, and the transfer of child care responsibilities to a new government ministry.

The 2014-2016 Child Care Plan lays out the County's response to these challenges by focusing on four key priorities with corresponding action plans:

• Implementing a new child care funding formula
• Conducting a comprehensive review of special needs resourcing
• Recruiting and retaining early childhood educators (ECEs)
• Assessing the impact of full-day kindergarten
